Part L Approvals

We undertake CO2 emissions calculations to verify compliance with Building Regulations Part L2A for new commercial buildings and L2B for existing commercial buildings.Part L 2A

The SBEM energy modelling software predicts annual CO2 emissions for the building, having knowledge of the building location, its geometry, details of the thermal elements, the type of building, the various zones and the different activities within it, the building services, the control systems, and details of any low/zero carbon technologies installed.

A Compliance Document needs to be submitted as evidence of compliance before Building Regulations Approval can be achieved. This is a checklist of information that breaks down into 5 criteria:

  • Criterion 1: Predicted CO2 emissions (BER) to do not exceed a Target (TER).
  • Criterion 2: The performance of the building fabric and building services systems are within certain design limits.Part L 2B
  • Criterion 3: The building has appropriate passive control measures to limit solar gains.
  • Criterion 4: The performance of the building, as built, is consistent with the BER.
  • Criterion 5: Suitable information is provided to operate the building efficiently (i.e. a Building Energy Log book has been prepared).

These relatively new regulations apply fairly high but achievable CO2 emission improvements on the previous edition of Part L, 2002. Emission improvements range from 23.5% for heated and naturally-ventilated buildings up to 28% for air-conditioned buildings.

Criterion 4 means that a final, as built, calculation must be based on the building as constructed, incorporating any changes to the performance specification between design and construction and the actual measured air permeability, ductwork leakage and fan performance, as commissioned. These final emissions calculations lead to an Energy Performance Certificate being issued, which is requirement of the Energy Performance of Buildings Regulations 2007.
